Guidelines For Use of Church Property
Non-Church Events

1.  Introduction:  Thank you for considering the Marion Gathering Place (TGP) for your upcoming function.  TGP is a Foursquare Church, and is just one of many churches aligned under the International Church of the Foursquare Gospel.  Our church facility—located at 1300 Mt. Vernon Ave., Marion, Ohio—is a leased property from the Cafaro Company.  Just as the Bible instructs us to do, we make every effort to maintain the property for the owner in the best possible condition.  Safety and security are functions that we value highly, and we hope that you will help us to maintain and preserve the quality of our facility as you enjoy your event.  

2.  Use of the Facility: 

a.  This policy only addresses non-church related events.  A non-church related event is defined as any event conducted within the facility—by church or non-church members—which is personal in nature and is not affiliated with official TGP church functions or business. 

b.  The following describes persons who may apply for the use of TGP facilities for non-church events:

(1) Church Members:  Church members are those regular attendees at TGP that have completed the formal TGP membership class.  Normally, TGP members are not charged for personal use of TGP facilities, so long as the use or event is intended for an immediate family member (IE: a son’s birthday party, a daughter’s graduation, or a member’s anniversary).  

(2) Non-Church Members:  This category of people is defined as those regular or infrequent attendees at TGP which have not attended the formal TGP membership class.  Additionally, this category also includes activities conducted by church members directly for non-church members (IE: a co-worker, out-of-town relatives, and friends).  Non-church members and church members making requests on behalf of a 3rd party are expected to pay a nominal use fee for the purpose of utility cost recovery and a conditional deposit. 

c. Non-church related activities that may be conducted at TGP are classed as follows:

(1) Personal use:  This is defined as any non-church related activity conducted at TGP for personal celebration or activity that has no result in corporate monetary gain (IE: birthday parties where gifts are received).

(2) Business Use:  This use is defined as any non-church activity that is conducted for corporate monetary gain, on behalf of a corporation, or self employment (IE:  office parties, home décor and similar parties, business promotional seminars, etc.)

(3)  Weddings: Requests to use the facility for weddings will be considered and detailed on a case-by-case basis.

d.  Proper use of TGP property is important to the TGP staff, as the Lord has called us to be good stewards of that in which he has entrusted to us.  Therefore, the following apply to the use of the facility:

(1) Fees and Charges: 

(a) Church members may use the facility for non-church events once an application has been completed and approved (see application process).  TGP members are normally not charged to use the facility. 

(b) Non-church members must complete the same application process; however, they can expect to pay a minimum of $50.00 for the first four hours to cover utility costs, along with a $100.00 deposit.  The deposit is refundable so long as the facility is returned to the original condition prior to use.  An additional charge on $10.00 per hour beyond the four hours will be assessed (this includes cleanup time beyond the four hours). 

(c) All users (church and non-church members) are expected to provide their own materials (music source, decorations, etc).  Upon request, limited services may be provided for a fee (see application).

(d) Charges for business type use shall be negotiated on a case-by-case basis, and the $100.00 deposit shall apply to non-church members. 

(e) TGP policy prohibits anyone but trained technicians to operate the sanctuary sound and multimedia equipment.  Should any user desire to make a presentation using this equipment, a technician can be provided for an hourly fee. 

NOTE:  The technician provided is not responsible for designing any programming, scripting, or to produce necessary materials (IE: Selected music, graphics, PowerPoint presentations, videos, event programs, etc.).  These items must be provided to the technician prior to the event, along with a program/script for the event.

3.  Policy: 

a.  The following policy applies to all non-church related events/use: 

(1) TGP Senior Pastor holds the exclusive right to refuse use of the church facility to any person or non-church group.

(2) Granting use of church facilities is in no way an endorsement by TGP of the activity, person, organization, or its purpose.  Additionally, user shall not imply in their publicity that TGP sponsors the event.

(3) Non-church function requests can be refused when they are in direct conflict with official church events.  Official church events are defined as any event sponsored by TGP, and can include, but are not limited to: regularly scheduled and special services, small group meetings sanctioned by TGP, special events hosted by TGP, scheduled outreach events, or any other event sponsored, hosted, and organized by TGP staff for the church. 

(4) Smoking, the consuming of alcohol or the use of illegal substances shall not be conducted under any circumstances during non-church related events.  No alcohol or illegal substances of any kind shall be brought onto the TGP campus.  The person responsible for the event shall ensure this policy is strictly upheld to the best of their ability to do so.  Violation of this policy by any guests or participants is grounds for immediate event termination with no refund of fees and/or deposit.

(5) Chairs and tables are provided, however the person requesting the facility is responsible for setup and teardown, along with returning the facility to the previous condition and arrangement. 

(6) Childcare for non-church events is the responsibility of the person or organization responsible for conducting the event.  Parents are responsible for their own children during the event and must ensure children remain within the rented area of the church facility at all times.

(7) Only church members are permitted to enter the office portion of the complex at any time during non-church events.   

4.  Application Process: 

a. Applications may be picked up at the church office or downloaded here.  All applications must be turned in no sooner than three months and no later than six weeks prior to the event.  This is to insure the application process and approval can be made, in addition to guaranteeing no conflicts exist with the church calendar.

b. All fees must be received no later than 14 days prior to the event. 

c. Cancellations should be made no less than 14 days prior to the event.  Nonetheless, all fees shall be returned regardless to when the event is cancelled, so long as no preparations have been made that cause a monetary loss to TGP.  

d.  Process:

      (1)  Complete the application (attached) and turn it in to the office staff, along with any fees and deposits, if applicable.  Normal office hours at the church are 10:00 am to 2:00 pm, Tuesday through Thursday.  The application process cannot be completed during service times.

      (2) The office staff forwards the application to the Senior Pastor for approval and the Event Coordinator to check for conflicts.  The requestor will be notified by the office staff once the Senior Pastor approves/disapproves the event and Event Coordinator confirms no calendar conflicts.  The requestor may be asked for more information at that time in order to finalize the request.
